    TechWeb.com covers the burgeoning fortunes of Costa Rica as a winner in offshored activity. Author W. David Gardner, in "The New Outsourcing Kid On the Block: Costa Rica," says the country of about 4 million has 25,000 software professionals. He points out that several Costa Rican companies have set up offices in the US — primarily in the Silicon Valley. He lists Avantica Technologies, an Internet/intranet development firm; but others include: ArtinSoft, for software migration work, and Aura Interactiva, which focuses on e-learning systems.
