Paul McDougall, InformationWeek columnist, reports on a decision by the US Department of Labor to grant employment benefits to a former IBM programmer that typically have only extended to laid off manufacturing workers.

The Trade Adjustment Act "provides for extended unemployment payments, federally funded retraining, and relocation allowances for workers hit by foreign competition."

Normally, these bennies haven’t been applied to IT workers who have lost their jobs to offshoring. Could this be an initial sign that the government finally sees high tech products and services as "tangible goods"?
