The original posting is tough to read (English is probably a second language), but the responses are rather telling, particularly this one, which includes a tip I hadn’t thought of:
From [the] US, call their Foreign Language Speaking numbers. Those representatives can speak both good English and their home language. I am sure they are U.S. based and they know what they are doing. My exprience with them has always been good!
