The Commonwealth of Virginia has a tool that it makes publicly available here that will tell you just how complex your outsourcing initiative is. What it really does is tell you just how complex projects can be, based on how dispersed your team is, how much management buy-in you have, how much of the budget the endeavor requires, and so on. To find out what you’re dealing with, you have to answer 25 questions regarding the effort. Just ignore those aspects of the questions that focus on state government and figure out how it applies to your environment.
