According to the article, Silicon Space’s COO Kevin Harris actually worked with developers in Indian and Pakistan before giving up "after a few years of juggling time zones and communication gaps."
Now his company in San Diego works with a team from an unnamed Mexico City-based firm. The operation, which employs people in Tiajuana as well, has done projects for the US Navy, Harcourt Trade Publishers and other smaller entities.
